I am an experienced solicitor, specialising in local government law. I have worked for many years in the public sector on major infrastructure projects, the PFI and helping local authorities to commercialise services through trading companies and other vehicles. I have helped several authorities to bid for devolution and setting up combined authorities.

Professionally, I  have written numerous articles and publications as well as two major local government loose-leaf text-books and a book on local authority charging and trading powers:

Local Authority Companies and Partnerships – (LACAP)

This one-volume loose-leaf work has been in continuous publication for over 20 years and is updated twice a year with the co-operation and involvement of several leading practitioners in the field. This unique book charts how joint ventures, whether in the form of limited companies or various other sorts of partnerships, involving local authorities, the private sector and/or the voluntary sector, can be established within the current legal and accounting framework.

Coherent delivery strategies are essential in both the set up and the management of such projects, the regulation of which can be volatile and unclear and this book uses flowcharts and diagrams to simplify the message. Commentary on local authority powers and the so-called powers of general competence contained in the Localism Act 2011 are comprehensively covered

The full complex legislative background is demystified together with plenty of practical guidance for practitioners on difficult areas of law and finance. It is a complete and self-contained work covering both legislation and case law and includes a wide selection of materials. It offers the reader clear and practical guidance addressing all the tricky issues, and examines possible solutions to these issues.

The loose-leaf format means the reader benefits from regular updating in a fast-moving area and ensures they do not miss out on any important developments.

Subscribers receive their first year's updating comprising 2 updates a year.

Subscribers to LACAP can also contact the author, Rob Hann, direct to discuss any issue arising on the planning, development and/or operation of a local authority company or partnerships. The author, in turn has easy access to the support and assistance of each contributor law firm to help address issues as and when they arise.

Here is what leading partners of law firms contributing chapters to LACAP say:

Andrew Pettinger, Partner Addleshaw Goddard LLP
